服务型政府视角下我国网络管制方法的选择与优化

Selection and Optimization of Internet Regulation Methods in View of Service-oriented Government Perspective

我国的互联网发展极为迅速，为此中国政府采取了多种措施对网络进行了较为严格的管制，力图净化网络环境，但其中一部分措施引发了巨大的社会争议。这些过于强硬，操作不当的管制措施，不但违背了建立。服务型政府”的政府发展战略，更在一定程度上伤害了公民的人权，激化了政府和公民的矛盾。因此，在构建和谐社会和积极转变政府职能的前提下，政府有必要学习国外的经验对网络管制办法进行选择和优化，达到网络环境净化和公民人权保护的双赢。

As rapid development of China＇s Internet, the Chinese Government takes various measures to regulate network, trying to purify the Internet environment. But parts of the measures which are too tough and improperly .operated, leads to great social controversy. This control measures not only go against the government development strategy--the establishment of ＂service-oriented government＂, but also damage the human rights of citizens and intensify the contradiction between the government and citizens. Therefore, to building a harmonious society and a positive transformation of government functions, the Government should learns experiences from foreign countries to choose, even optimize the network regulated methods, ultimately, to be a win-win situation between network purification and human rights protection.
