The library is an important place of culture in colleges and universities,therefore,colleges and universities need to pay more attention to human resources construction of libraries,especially in private institutions.This article discusses how to strengthen the human resources construction of private institutions from the scientific development concept which is also the inevitable trend of library development in the new period.
