城市生活垃圾管理的国际经验、中国问题及优化策略

International Experience and Chinese Problems with Managing Urban Domestic Refuse and the Strategy of Optimization

垃圾对人类健康和社会环境产生严重的危害。加强城市生活垃圾管理,实现"减量化、资源化、无害化"目标,是我国当前面临的一项重要任务和难题。由于受人们意识不足、资金欠缺、管理不完善、技术不先进等因素影响,我国的城市生活垃圾管理水平与垃圾管理先进国家相比,存在明显差距。文章梳理了国外城市生活垃圾管理先进经验,指出了我国城市生活垃圾管理中存在的问题,提出了提高我国城市生活垃圾管理水平的优化策略。

As refuse does serious harm to the welfare of human beings and social environment,it is an important task as well as a complicated problem for China to strengthen management in urban domestic refuse,realizing the goal of ＂Reduction,Resource and Harmlessness＂.There exists a gap between China and other countries in the level of managing urban domestic refuse due to such factors as less awareness among people,capital shortage,inadequate management and less advanced technology.This thesis points out China＇s problems with managing urban domestic refuse and puts forward the strategy of optimization through analyzing the advanced experience in managing urban domestic refuse of foreign cities.
