摘要
本文分析了医院转制前人才队伍工作存在的问题,包括军队自身卫生人才不足,军队医院引进地方卫生人才的局限性,医院人才结构和使用不合理,医院自身培养的高端人才的流失,医院的发展直接影响着人才的发展,军队医院转制时人才流失严重等。并从依托高等医学院校地方人事政策迅速引进急需人才,不拘一格挖掘人才,通过公招规范人才引进程序提高人才引进层次,自我造血培养高级人才,加快医院发展提高待遇促进人才发展等几个方面提出了对策。
This paper analyzes the problems of hospital personnel before system reform, including the lack of healthcare personnel, the limitation of local qualified healthcare recruitment, the irrationality of hospital personnel structure and intellectual use, and the loss of strategic staff cultivated by the hospital, the hospital development having a direct impact on the development of hospital personnel, and the system reform of military hospital inducing to the loss of the talent. In those cases, some suggestions are put forward in order to promote the personnel development, including introducing the qualified personnel in need relying on the policy of human resources in local medical colleges, discovering the talent by various means, regulating the procedures of qualified recruitment by facing the society, cultivating the advanced personnel, accelerating the hospital development, and increasing the Day and treatment of oersonnel.
