城乡基层医疗卫生机构基本公共卫生服务功能开展现状分析

目的了解我国城乡基层医疗卫生机构基本公共卫生服务功能开展的情况,发现存在的问题,并为进一步完善基层卫生机构基本公共卫生服务功能提供建议。方法定量调查和定性访谈相结合。结果城乡基层医疗卫生机构基本公共卫生服务功能开展情况较好,医务人员的数量和能力是阻碍基层医疗卫生机构开展基本公共卫生服务的最主要因素。结论虽然基层卫生机构均能够开展大部分的基本公共卫生服务,然而由于工作任务重、人员数量和能力不足等因素,服务的质量很难得到保证。

Objective This article is to analyze the ability of providing basic public health services of primary care institutes in China, to detect existing problems, and to provide suggestions for better basic public health services. Methods In this study, we used both quantitative survey and qualitative interview. Result Primary care institutes perform well in providing basic public health services. The deficiency in the quantity and competency of primary care providers is the major barrier for primary care institutes to provide basic public health services. Conclusion Although primary care institutes are able to provide most basic public health services, the quality of these services can not be guaranteed due to the deficiency of primary care providers and massive workload.
