我国中部丘陵地区耕地流转“政府承包”新模式的分析与探讨

Analysis and Discussion on "Government Contracting" New Model of Cultivated Land Circulation for Hilly Regions in Central China

文章分析了中部丘陵地区耕地集约利用的必要性和耕地流转的局限性,并提出了丘陵地区耕地流转"政府承包"新模式,即在不改变耕地所有权和用途的前提下,将具有开发潜力的耕地承包给当地政府或农业部门,开展规模化、集约化经营。经分析发现,该模式实用性强,可显著提高中部丘陵地区耕地耕作经济效益,确保农民增收和粮食增产,具有推广价值。

Necessity of intensive utilization and limit of cultivated land circulation in hilly regions of central China were analyzed in the paper.A new model 'Government Contracting' had be put forward which based on no-change of cultivated land ownership and usage.In this model,local government or the agricultural department made a large-scale intensive planting on cultivated lands with development potential.By analysis and comparison,it was discovered that this model was practical and had been characterized by improving the farming economic benefits,the farmers' income and grain productions.It can be widespread.
