摘要
文章通过对科研创新团队的概念及特征解析以及对农业科研院所科研创新团队的现状与问题的研究,指出了建设高效科研创新团队的五大关键要素,即高素质的学科带头人以及学科带头人负责制的科研管理运行体制,合理的科研梯队和适度的创新团队规模,远大、明确、可行的目标,有效的激励评价机制与健全的规章制度,团队高凝聚力与和谐的创新团队文化氛围,并提出了四大管理原则,即以人为本原则和量才使用原则、信任和尊重原则、公平原则、合理分工与合作原则。
The concept and characteristics of innovation research team were discussed and current situation and the problems in agricultural scientific research institutions were studied in the paper.Five key elements for constructing efficient innovative research team were pointed out,such as high quality leaders of every subjects,management system of leaders in charge of scientific research program,moderate scale of reasonable structure of innovative team,ambitious and clear realistic goals,establishing an effective incentive evaluation mechanism and perfect the rules and regulations,fostering a high cohesion and harmonious culture atmosphere of the innovative team.At the same time,four management principles were also put forward,i.e.,people-oriented,trust and respect,fairness,the rational division of labor and cooperation.
