治理视域下公众参与城市规划的决策模式探析

Analysis on Decision Models of Public Participation in Urban Planning from the Perspective of Governance

在目前政府主导的公众参与城市规划决策体制中,公众参与能力和政府的态度影响和制约着参与的效果。通过对公众参与能力与政府态度的分析,定位公众与政府在不同参与阶段所扮演的主要角色,进一步探究公众参与城市规划中单一独断型、政府倾斜型、公众参与型和共同协作型等4种决策模式,并以此为指导总结我国公众参与规划决策的模式与道路,从公众、政府和社会三个主要的层面来寻求构建有效的城市规划决策模式的路径和方式。

In current decision system of government-leading public participation in urban planning,ability of public participation and the attitude of government have influences and restricts on the effect.Through the analysis on the ability of public participation and the attitude of government,this article determines the main roles at different stages,further explores the four kinds of decision models of public participation in urban planning such as single-typed,government-typed,public participation-typed and cooperation-typed.And with this guidance,it summarizes the models and methods for public participation and planning decision,seeking paths and ways to construct the effective urban planning decision model from the public,government and society.
