摘要
在全球发展低碳经济的大背景下,中国发展碳交易市场具有促进生态意识、促进减排和降低减排成本、促进节能减排与经济平衡发展等作用,发展碳交易市场势在必行。自愿、平等、公平、诚实信用、信息公开及严格审批是碳交易市场构建的基本原则。本文还分析了碳交易市场许可证分配和计量存在的问题,从计量保障和监督机制的角度提出了建设碳交易市场的保障措施。
Against the background of global low-carbon economy,the paper points out that China＇s development of carbon trading market will play an important role in improving ecological awareness,promoting mitigation and reducing abatement cost,and helping promote energy saving and balanced economic development.Then,it puts forward the basic structure of carbon trading market based on the basic principles： voluntariness,equality,fairness,credibility,information publicity and scrutiny.It also analyzes the problems of carbon trading license distribution and measurement of carbon emission.Finally,from the perspective of measurement safeguards and supervision mechanism,it sets forth the safeguards measures of carbon trading market construction.
