摘要
高技术产业是技术密集型产业,其发展需要大量的技术创新为支撑,由于资源的稀缺性和投入的有限性,对资源配置效率进行评价十分重要。利用超效率DEA方法,对中国内地29个省市区高技术产业2009年的技术创新资源配置效率进行评价,并从投入冗余和产出不足两方面对创新资源配置无效的省市区进行原因分析,最后提出改进和提高配置效率的对策和建议。
High-tech industry is technology-intensive and needs sufficient technological innovations for development. Because of resource scarcity and investment limitation, evaluation on allocation efficiency of resources is very important. Based on the super-effi- cient DEA model, this paper evaluated the allocation efficiency of innovative resources of 29 provinces' high-tech industries in China in 2009, found out the reason for less effective allocation from redundant-inputs and insufficient-outputs respectively, and put forward ap- propnate and recommendations for allocation efficiency improvement
