论公共政策系统中的信息监督:博弈与治理

On Information-monitor in Public Policy System:Game and Solution

公共政策中的信息监督是保证政策信息真实、有效的重要手段,也是保证公共决策有效性的重要条件。基于博弈论模型,论文分析政策系统中的各方政策主体的利益诉求,从官方主体、半官方主体、民间主体三方面入手,构建政策主体关于政策信息监督的博弈模型,分析其博弈行为与均衡条件。在理论求解的基础上,为改进政策信息监督机制提出合理建议,认为激发政策信息监督行为可以从信息公开、政策学习、奖惩激励、公众参与等方面入手。

The information-monitor of public policy is an important means to ensure the authenticity and reliability of policy information and thereupon the effectiveness of public decision-making.Based on the Game Theory,the paper analyzed the interest pursuits,game behaviors and conditions for the balance of all policy actors concerned in information-monitor game-official institutions,semi-official institutions and citizens by building a game model in the policy actor.The paper argued that the information monitor behavior can be encouraged through information publication,policy reading comprehension,incentive mechanism and public involvement.
