Decenial Review on Clean Production and its Prospect in the Twelfth Five-Year-Plan(Ⅱ) ——Prospect of Clean Production in China during the Twelfth Five-Year-Plan

在回顾和研究10年来清洁生产立法及其实施的基础上,探讨了清洁生产与循环经济、节能减排以及低碳经济等的相互关系;同时也分析了《清洁生产促进法修正案(草案)》的若干要点;进而结合不同生产企业清洁生产审核现状及其能源结构调整实例,研究了"十二五"期间清洁生产及其审核的进程,尤其是依据清洁生产动态化的特点,首次提出清洁生产审核的复核制度。

Based on review and study of legislation and implementation of cleaner production in the recent 10 years,this paper discussed the interrelations between cleaner prodcution and various factors,such as recycling economy,energy-saving and emission-reduction,and low carbon economy.Some key points of Cleaner Production Promotion Law Amentment（Draft） were analyzed.Furthermore,in association with the approval situation of cleaner production in different enterprises and the cases of energy resources structure adjustment,the process of cleaner production and its approval during the Twelfth Five-Year-Plan was studied,and the check system for approval of cleaner production were raised for the first time according to the dynamic characteristics of cleaner production.
