The government should fix location of the dialectical relationship between market and plan as the two means in allocating resource scientif- ically.Planned regulation is the main resource to avoid the market failure,so that socialist market economy need planned regulation. Therefore, the government should establish dialectical and scientifical social development view about market and plan.Planned regulation to economy is not only the important measure to accelerate China＇s economic development but also the strategic choice in the good running of socialist market economy.
