On Path Selection of Civic Participation in Public Policy

公共政策是民主国家治理社会的主要工具,公民参与则是当今世界政治发展的基本趋势。公民参与公共政策过程是公民政治参与的一个重要方面,也是公共政策研究领域中一个崭新的话题。本文针对我国公共政策过程中公民参与面临的几大问题———"内输入"公共决策系统、"附属物"社会利益团体、"官本位"政治参与文化、"残缺化"制度保障机制、"喉舌论"大众传媒体系一一进行剖析,并提出解决途径。

Public policy is the main tool of the democratic national governance and civic parucipation is the basic trend of world politics today. Civic participation in public policy process is an important aspect of citizens ＇ political participation; it is also a new topic in public policy research. The paper analyzes that citizen participation in public policy process in China facing several major problems： the ＂inner input＂ of public decision-making system, the ＂adjunct＂ of social interest groups, political participation, the participation of ＂official selfish departmentalism＂ culture, the incomplete protection mechanism system and the ＂mouthpiece theory＂ of mass media system, correspondingly, the paper puts forward some countermeasures for these problems.
