知识型服务业发展的体制机制创新研究——以浙江为例

随着全球经济服务化及服务知识化趋势的演进,加快发展知识型服务业正成为各地区探索转型发展的战略举措之一。完善与创新相关的行业管理体制、市场运行机制、财政税收体制、人才工作管理体制与运行机制以及城市保障体制则是其中的关键。本文在分析目前相关体制机制障碍的基础上,提出改进行业管理体制、改进行业供求机制、创新财政投入机制、创新税收调节机制、加强产权保护机制、强化教育培训机制、完善人才评估机制、创新信息整合机制和强化宣传引导机制等政策建议。

With the evolution of global service economy and knowledge-oriented service,speeding up knowledge-oriented service is becoming one of strategic measures for various regions to explore transformational development.Improving and innovating relevant industry management system,market operation mechanism,fiscal revenue system,talent work system and mechanism as well as urban welfare system is a key.This paper,based on the analysis on current problems associated with systems and mechanism,put forward the policy suggestions for improving industry management system,improving industry supply and demand mechanism,innovating fiscal investment mechanism,innovating tax revenue adjustment mechanism,strengthening property right protection mechanism,enhancing education and training mechanism,improving talent evaluation mechanism,innovating information integration mechanism and strengthening publicity and guidance mechanism.
