雨洪资源化利用是解决缺水地区水资源短缺的一个有效途径。在对海河流域雨洪利用前景分析基础上,根据雨洪利用的性质及特点提出根据受益主体实际受益情况来进行工程投资分摊的几种方法,将有助于推进海河流域开展雨洪资源化利用的进程。

Utilization of rainwater and flood water is an effective way of solving water shortage in water deficient areas.Based on the analysis of rainwater and flood water utilization prospects in the Haihe Basin and features of rainwater and flood water utilization,a number of investment methods for cost sharing are proposed,taking actual benefits gained by different stakeholders into full consideration.It is helpful for accelerating utilization of rainwater and flood water resources in the Haihe Basin.
