New Public Adminstration Practice from Local to Global:Perspective of the Organization of World Heritage Cities

摘要本文从"新地区主义"和"新公共管理"出发介绍世界遗产城市联盟(OWHC),并具体从世界遗产城市联盟的城市单元、友好结盟、区域同盟以及全球机构四个不同尺度,阐述其作为从地方到全球的新公共管理实践。 This paper introduces the Organization of World Heritage Cities （OWHC） from the perspective of ＂New Regionalism＂ and ＂New Public Administration＂.and discuss its roles as a new public administration entity practiced from local to global by its member cities, city to city program, regional alliance and global institutions.
