确认农民的主体性地位是坚持以人为本的科学发展观在新农村建设中的体现,也是构建社会主义和谐社会和建设社会主义现代化的固本之策。在新农村建设中,新型农民主体作用严重缺失,政府主导职能也存在诸多问题。要从政府决策意识、法制保障、职能转变和对农民的利益保障和尊重等方面构建政府引导和农民主体作用之间的新型关系。

To establish the subjectivity of farmers in the people-oriented scientific development as the core in new rural construction is the embodiment of constructing socialist harmonious society and constructing socialist modernization.In the new rural construction,the new farmers＇ main role seriously lacks and the government leading function also exists many problems.The new relationships between the government guidance and farmers＇ main role should be established from government decision-making consciousness,legal guarantee,function change to the interests guarantee and respect to the farmers as well,etc.
