国发[2012]2号文件的实施,是贵州实现历史性跨越面临的一个新的历史机遇。如何创造性地用好用活这些政策,对当前贵州发展具有重要的意义。文章针对国发[2012]2号文件提出的对贵州七个方面的支持意见,结合贵州发展面临的难题和困境,进行了解读。

The implementation of the No.2 Document of the State Counile 2012 has brought significant develop- ing opportunities to Guizhou. To make good use of relevant policies in a creative way is an important question to be answered. Based on the present situation of Guizhou, this article offers interpretation of the Document in various aspects.
