长三角制造业高级化进程中的政府职能创新

The Government Functional Innovation in Manufacturing Industry Upgrade Process of Yangtze River Delta

本文通过对制造业高级化内涵以及长三角制造业高级化进程的分析,试图明确政府在长三角制造业高级化进程中的合理定位,指出长三角地方政府作为政策的制定者,应通过技术研发激励机制、高端人才价值链挖掘机制、技术工人职业化培训机制、品牌战略扶持机制以及金融政策和产业政策的创新,促进新型工业化道路下长三角制造业的高级化与可持续发展。

In this paper, through exploring the connotation of manufacturing industry upgrade and analyzing Yangtze River Delta＇ s manufacturing industry upgrade process, the reasonable orientation of the government during the upgrade process is pro- posed. It is pointed that as the policy maker, government should make further efforts to establish a motivation mechanism of technological R＆D, an excavation mechanism of top - level talent value chain, an occupational training mechanism of tech- nical workers, a support mechanism of brand strategy, and an innovation mechanism of financial and industrial policies, so as to promote the upgrade and sustainable development of Yangtze River Delta＇ s manufacturing industry on its way to a new - type industrialization
