公共管理研究中的“价值”与“价值中立”——公共管理价值回归的历史叙事与继往开来

Value and Value Neutrality in Public Management Research--A Historical Narrative and Forge Ahead to the Future for the Return of Public Management Value

20世纪70年代,公共管理的理论和实践开始兴起,今天,公共管理学作为一门学科正逐渐走向成熟。而作为公共管理诞生之时的时代理论地平,＂价值＂与＂价值中立＂之争也自那时起就一直是其研究领域中激烈争论的焦点。从多学科的研究视角出发,本文对公共管理发展之历史银河中＂价值＂与＂价值中立＂之间错综复杂的漫长争论历程进行回眸与反思,尝试将＂价值＂与＂价值中立＂共同融合于公共管理研究范式之中。而在公共管理价值回归的继往开来道路上,公共管理作为一门成长中的新兴学科,其将价值与价值中立、理论研究与应用研究、定性研究和定量研究方法等有效地结合起来是其不断追求的历史使命。

Since 1970s, the theory and practice of public management has begun. To date, as a principle, public management is increasingly becoming sophisticated. As the theoretical basis of public management when it created, the debate between ＂value＂ and ＂value -freed＂ has become a heatedly debated focus since then in public management field. From the perspective of multiple principles, this research will review and reflect the longstanding and complex debates between ＂values＂ and ＂value -freed＂ in the historical galaxy of public management, trying to integrate both the ＂value＂ and ＂value -freed＂ into the paradigm of public management. Towards the way of keeping the past and exploring the future of the public management, public management as a new principle, it is a continuing mission to combine values and value - freed, theoretical and empirical research, and qualitative and quantitative research methodology together effectively.
