孤立岛屿的多目标水资源优化配置——以广西涠洲岛为例 被引量:2

摘要 通过分析孤立岛屿涠洲岛岛上水资源的开发利用现状及未来水资源的需求状况,为更合理高效地利用有限的水资源,运用多目标规划理论,建立水资源配置模型,以供水系统总缺水量最小为社会效益目标、直接经济效益最大为经济效益目标。在保证生活和生态用水的前提下,提出涠洲岛水资源合理配置的3种方案:方案1侧重经济效益,优先满足工业、建筑业及第三产业,农业缺水率为3.47%;方案2为均衡方案,农业部门缺水量与方案1相同,但地表水、地下水、其他水源的分配有所不同;方案3侧重社会效益,农业部门缺水率为0.11%,建筑业及第三产业缺水率为13.23%,工业部门缺水率为6.49%。 The exploitation, utilization status and demand for water resource in the future on the isolated is- land-Weizhou Island are analyzed. To make the best use of the limited water resource, a water resources allo- cated model is built with multi-objective planning theory with the least total volume of water shortage in water supply as social benefits objective, and the greatest direct economic benefits as economics benefits objective. Three schemes of water resource optimizing allocation are proposed after considering the water requirements of e- cosystem and living. The first scheme emphasizes the economic benefits, and gives a very high priority to indus- try, construction and tertiary industry. The agricultural water shortage ratio is 3.47% in this scheme. The sec- ond scheme is an equalization scheme in which the agricultural water deficient ratio is the same as the first one, while the allocation of surface water, groundwater and other water resources are different. The third one focuses on social benefits. In this scheme, the agricultural water shortage ratio is 0. 11%, the construction and tertiary industry is 13.23% and the industry is 6.49%.
