摘要
纵观西方公共行政发展历程,它始终逃不出公平和效率的矛盾范畴,追求公平,必然有损效率,反之亦然。中国公共行政改革同样面临着公平与效率的价值冲突。那么,在构建和谐社会的目标追求中,如何处理好这些问题是值得相关人士思考、探讨及实践的。
