摘要
高等教育评价制度的核心在于权力,拥有评价权力的主体有权要求高等教育实行问责,并对高等教育发展施加影响。每一种类型问责都有其相应的评价形式,从而形成不同类型的高等教育评价制度。评价权力的平衡与协调既是权力分配的出发点,又是权力分配的最终归宿。在防止重复评价的基础上,建立以高校自我评价为基础、以行政性评价为指导、以第三者评价为核心的多元化高等教育评价体系,是高等教育评价制度发展的必然趋势。
The evaluation power is the core of higher education evaluation system. The main body who has the power has the rights to require higher education to implement the accountability, and to exert influence on the development of higher education. Each type of accountability has its corresponding evaluation form, and form different types of higher education evaluation system accordingly. The balancing and coordinating of evaluation power are both the starting point and destination of distribution of power. On the basis of preventing repeat evaluation, it is an inevitable developing trend of higher education evaluation system to establish an evaluation system which takes self-evaluation as the base, administrative evaluation as the direction and a third party evaluation as the core.
