应对突发事件的信息制度存在系统性与功能性缺陷以及制度执行不力是造成应对突发事件不力的根本原因之一。文章从应对突发事件的信息响应能力提升与制度需求、应对突发事件的信息制度内容及其创新、应对突发事件的信息制度执行及其责任等方面提出了应对突发事件的信息制度建设思路,重点对应对突发事件的信息制度内容进行了结构设计。

The systematic and functional weakness and the ineffective operation of the emergency response information institution is the primary cause of the poor execution of the emergency response nowadays. From the standpoints of ＂Response ability ＆ requirements＂, ＂Content ＆ innovation＂ and ＂Implementation ＆ responsibility＂, this article proposes a idea on the construction of such an emergency response information institution and focus especially on the content design of this institution.
