图书馆业务外包实证研究——以珠三角地区32个公共图书馆为例

An Empirical Study of Library Outsourcing——Taking 32 Public Libraries in the Pearl River Delta Region of China as Examples

通过问卷调查了珠三角地区32个公共图书馆及访谈6个图书馆。结果表明22个图书馆有外包业务,出现外包读者活动等新内容和合作式外包等新模式;各馆能实施质量控制,但缺少效益评估环节。文章认为在新环境下公共馆应是社会资源整合者。

This paper surveys the development of outsourcing in 32 public libraries from 8 cities in the Pearl River Delta of China by questionnaires.Administrators of Sun Yat-sen Library of Guangdong Province as well as other 5 typical libraries are interviewed.The results show that public libraries in this region are making good progress in outsourcing： 22 libraries outsource.New outsourcing activities such as reader service are incipient.The prior reason of outsourcing is the modicum of manpower and material resource.Most libraries hold a welcome attitude towards outsourcing and have implemented quality control pretty well.New model of outsourcing,so-called collaborative outsourcing,has emerged.The problem is that profit evaluation is lacked in practice.At last this paper goes to the discussion that public libraries should play as social resources integrators in the new outsourcing environment.
