摘要 空中交通管理在现代航空运输体系中具有核心作用,其应急响应能力在应急救援中决定着受灾地区航空运输系统效用的发挥。文中由Delphi法建立了空域移交接收方的评价指标体系,采用层次分析法确定了各指标值及权重,并建立了空域移交多指标灰色关联决策模型。利用此模型对我国某空域周边区域接收能力进行了评价,最终确定了此区域应急响应下的空域移交决策。文中的研究方法能有效反映空域移交接收方的能力,具有较强的理论价值和可操作性,为民航局和各地区空管局制定应急状况下的空域移交方案提供了理论依据。 Air traffic management plays a significant role in modern air transportation system,in case of emergency rescue,its emergency response ability directly determined the system's efficiency of the stricken area.This paper established an evaluation index system of the transferring controller handoff by utilizing the Delphi method.This paper through the Analytic Hierarchy Process(AHP),calculated the weight of each index,and established the airspace transfer gray incidence decision model of multiple-attribute.One evaluated the vicinal region of one air space of our country.Then,we formulated the emergency response of transferring controller handoff scenario of this region.This method can primly reflect the ability of transferring controller handoff successor,and have high theoretic value and extensive application.Therefore,it provides a credible background for air traffic bureau to enact the emergency response airspace handover scenario.
