西部地区地方高校科研评价指标研究

Scientific research and evaluation on local universities in West China

面对我国高校科研评价制度不健全、体系不完善、评价方法不规范、评价指标选取不科学等问题,基于西部地区的地理环境、人文环境的特殊性,构建合理的西部地区地方高校科研评价体系对于西部地区地方高校的可持续发展尤为重要.本文在评价目标的导向作用下,遵循科学、合理、系统、全面等原则,以西部地区地方高校为研究对象,从学校发展目标与整体规划来确定评价标准、评价内容及特色所在,从学校的层次定位、长远发展目标针对不同评价对象、不同评价内容,科学、合理地选取评价指标,运用层次分类法、目标比对法、实证检验法等科研评价方法及相关的数学原理对选取的评价指标进行验证.实证分析结果表明所选取的评价指标能够突出所举某西部地区地方高校的优势,评价指标具有一定的可操作性.

Facing these problems that the scientific evaluation system is imperfect,the evaluation method is lack of standardization,the selection of evaluation index is not scientific in our colleges and universities,it is particularly important to build a reasonable evaluation system for the sustainable development of these local colleges and universities located in Chinese western region based on the particularity of the geographical and human environment of western areas.As a target to establish a scientific evaluation system,following these principles of scientificalness,rationality,systematic,and operability,with the research object of western regional college,this paper employs these scientific evaluation methods of the analytical hierarchy classification,target comparison,real evidence,and related mathematical principle to determine the evaluation standards,evaluation content,and evaluation feature with the school development goals and the overall planning,and also select the evaluation index to be entrusted with weight according to the long-term development targets for different evaluation objects.Research analysis shows that this method has got the expected effects,and is operable to some extent.
