警察执法需要相应的责任追究制度约束,这是公安队伍正规化建设的必然要求。公安机关应当完善警察执法过错责任追究制度,以遏制警务人员的执法过错,并以此减少公安机关以集体名义实施的种种不合理甚至不合法的执法行为。
