论行政主体的责任伦理建设

On the Construction of Responsibility Ethics in Administrative Subject

"行政主体"是指各级政府及其行政人员;"责任伦理"既是一种责任形态,又是一种伦理范畴,是通过将外在的法律、制度内化为行政人员的道德修养,是关于行为的决策、执行、后果的全过程伦理。在现代公共行政领域,伦理道德失范现象频发,培育行政主体的责任伦理意识迫在眉睫,文章探求了建设行政主体责任伦理的途径,以使行政主体更好地履行其职责和义务。

＂Administrative subject＂ refers to the government and its administrative staffs;＂responsibility ethics＂,which is not only a sort of responsibility form,but also a sort of ethical area,will change external legal system into personal morals.It is about the whole process ethics of behavioral decision,implementation and consequences.In the field of modern public administration,ethical and moral anomie is frequently occurred,to train the administrative subject＇s responsibility ethics is imminent.This paper searches the ways of establishing the administrative subject＇s responsibility ethics in order to better fulfill its responsibilities and obligations.
