Coordination on Differences and Disorder——On Journals Editors' Powers and Authors' Rights

编辑权力是一种职责范围内的支配力量,而作者权利则是法律赋予的一种个人权能、利益实现的支配力量。从本质上说,二者的地位是不平等的。编辑权力始终处于一种支配、扩张状态。而作者权利只处于被动状态。两者关系的失衡,导致了编辑权力与作者权利的主观化与被动化、绝对化与相对化、强势与弱势的矛盾。二者的关系只有在深化科研体制改革、保证编辑与作者的关系、完善监督管理机制上达到协调一致。

Editors＇ powers refer to a controlling strength within their duties while authors＇ rights mean a controlling strength endowed by laws to realize personal rights and interest.They are essentially different because editors＇ powers are dominating and spreading while authors＇ are passive.The disorder between them leads to contradiction,which can only reach improvement based on further scientific research reform and perfection of supervision mechanism to guarantee coordination between editors and authors.
