河南省宗教文化资源开发中政府职能优化探析

On government functions' optimization in exploitation of religious and cultural resources in Henan

宗教文化作为一种特殊资源,其开发离不开政府相关部门的组织领导。河南省宗教文化资源种类丰富、历史悠久,但各级政府在开发中存在着观念落后、管理滞后、开发规划不合理、投融资体系不健全、文化创意投入不到位等问题。各级政府应从建设和谐社会的战略高度出发,树立科学的旅游发展观,优化管理职能,让宗教文化旅游在文化强省和旅游立省构建中发挥应有的作用。

It is impossible to exploit the religious and cultural resources without the leading and organization of the governmental agencies.Governmental agencies play important roles in strategy implementation,plan formulation and ushering in the right direction.Though there are abundant religious and cultural tourist resources with a long history in Henan,there are such problems in the exploitation as backwardness in concept and management,lack of reasonable exploitation plan and integrate investment and financing system for governments.Governments should set up Scientific Outlook on tourism development,optimize governments＇ management,exploit and develop tourism in terms of building up a harmonious society,thus,religious and cultural tourism could take great effect in producing well economic returns and social benefits for Henan.
