The public libraries are free to all citizens, which is bound to strengthen its service efforts and expand its service scope. In order to meet the increasing mental and cultural need of the public and maximize the service benefit, an active participation of all walks of life is needed to compensate human and ~inancial resources that the government has invested in the librarianship. Based on the expe- rience of the social participation in the public library construction, the author seeks effective ways to diversify the principal part and methods of the library public service, thus raising supply ability and level of the library public service.
