Suggestions on Elimination of Backward Production Capacity in the "12th Five-Year" Period

分析了我国淘汰落后产能政策和职工安置运行情况及存在的问题,结合国外淘汰落后产能的经验,提出了"十二五"期间我国淘汰落后产能的政策建议和保障淘汰落后产能企业职工权益的对策措施。认为,由于目前我国市场机制不完善、市场体制不健全、市场失灵等原因,"十二五"时期,我国在淘汰落后产能的过程中,还应有效发挥政府的主动调控作用,加强各项政策的协调配合,形成落后产能退出的政策体系,发挥各项政策的综合效力,更快的实现经济结构调整和产业升级的目标。职工权益保障方面要加强组织领导,健全协调机制;规范职工安置方案制定,强化职工安置方案审核;加大资金支持力度,完善奖励机制;加大培训力度,落实职工再就业政策;依法处理职工劳动关系,做好社会保险关系接续和转移。

analyzing the policy of combining with foreign experience eliminating backward production capacity in China and the operation and problems of workers resettlement this paper puts forward suggestions and countermeasures. Because China＇s market mechanism is imperfect and and the market system is not perfect, in the ＂12th Five-Year＂ period we should effectively bring government into play, strengthen the coordination of the policies, form the policy system of backward production capacity, play the combined effect of various policies and achieve the goal of economic restructuring and industrial upgrading. About protection of workers ＂rights, we should strengthen the organization and leadership, improve the coordination mechanism; the specification workers resettlement program to develop, strengthen employee relocation program audit, increase financial support to improve the incentive mechanism, invest heavily in training, perfect workers＂ re-employment policy; deal with employee labor relationship according to the law.
