摘要
公推公选作为一项可操作性极强的人事制度改革,促进了人才选拔的规范化和人事行政的科学化,是中国人事选拔和管理机制的重要创新。公推公选事实上是一个包含有任前公示、任中审计、勤廉公示等丰富内容的制度组合。公推公选在地方政府公共治理中的推行,不仅在行政学意义上使"党管干部"的原则制度化,形成了领导干部"能上能下"的新机制,而且在政治学意义上,宣示了公权力的公共性质,推动了民主、法治的进步。
Open recommendation and election as a practical personnel system reform promoting stand- ardized selection of talents and scientific personnel administration, is an important innovation in China's personnel selection and management mechanism. An open recommendation and election is actually a combi- nation of systems which contains public pre--appointment supervision over cadres, auditing and publicly supervising during their terms of Office. Carrying out open recommendation and election in local govern- ments' public governance has not only such significance in science of administration as institutionalizing the principle of party managing cadres and forming a new mechanism of promoting and demoting cadres, but also the significance in politics such as proclaiming the essence of public power and promoting democracy and legislation.
