为贯彻执行节约资源和环境保护的国家发展战略政策,推动绿色建筑节能技术在房地产开发中的应用,结合中铁九局总部大厦工程案例,阐述了绿色建筑的概念及特点、绿色节能建筑工程规划设计及建设标准。并从社会、经济和环境效益等方面探索绿色建筑节能技术在中铁九局总部大厦工程开发过程中的具体应用。提出立足本地,设计先行,应用前沿科学技术手段措施来创新绿色建筑的战略思路。

For implementing national developrment strategy policy of conserving resource and protecting environment, and for promoting energy conservation technology application of green building in real estate development, it elaborates the concept and characteristics of green building, plauning programming and construction standards of green energy-e^wient construction with the China Railway No. 9 Bureau head- quarters＇ building project. The energy conservation technology for green building is explored from the social, economical and environmental benefit in the specific application. It proposes the strategic idea based on the lacal features, design first, utilizing advanced science and tech- nology to innovate green building.
