摘要
目前全国各地紧急救助电话(120,999)和报警电话(110,122,119)的实现方式主要为语音报警。随着手机使用的普及与手机自身的特点,各类报警指挥中心应对在不同环境下的移动报警用户提供多重的报警方式。本文提出引进短信、彩信的报警方式,并结合基站定位(即CELL-ID定位)技术,提出了移动报警定位的系统框架。
At present, the emergency number （120,999） and alarm number（ 110, 122, 119） use voice to the police as the main mode all around the country.Along with the development of cell phones and the features of cell phones, kinds of command centers should provide different types of ways for the users to give an alarm in various environments. This article proposed a new method to reach command centers using text and multimedia messages including CELL-ID technology which was the frame work of police calling system.
