摘要
我国国债市场经过十多年的发展，目前已取得一定的成就。然而当前国债市 场上存在的重筹资、轻发展的不良倾向将对国债的市场化发行、国债市场功能的发 挥、利率的市场化、基金的发展以及长期国债的发行都产生消极影响．我们一方面 要提高认识水平端正工作态度，另一方面要积极采取措施，扩大可流通国债的发行 比例。
In the bond market, more attention has been paid to fund raising but the development of the market itself is neglected. which has negative effects on issuing state bonds and determining bond interest on ma.rket principles, on the functioning of the bond market, on the development of funds. and on the issuing of long-term state bonds. Thus further understanding of the bond market and adjustment of attitudes are necessary and, on the other hand, specific policies have to be adopted. For example, investment funds should be established more speedily, commercial banks should be operated independently, the central bank should be more independent, and other types of funds should be established, so as to increase the percentage of circulatable state bonds.
