人权的义务主体是人权实现的核心要素,其是否履行义务对人权实现产生直接影响。各国政府承担人权实现的最主要的义务。国际组织尤其是联合国组织,也承担着重要责任,但其作用侧重于"监督"。各社会组织特别是人权非政府组织在人权保障上的作用将日益加强。个人是人权主体,但同时也是人权实现的义务主体。

The subjects of obligations are essential for the realization of human rights. Performance of the obli- gations by the subjects has direct influence on the realization of the human beings. Countries bear the main respon- sibility for the realization of human rights. International organizations, especially the United Nations, are also re- sponsible for the realization of human rights. But the responsibility of the later focuses on supervision .
