中国核安全监管体制改革建议

2011年的福岛核事故对全世界的核电发展产生了巨大的影响,面对中国核能高速发展的趋势和巨大的规模,核安全监管尤为重要。应加快中国核安全监管体制改革,理顺核安全的政府管理职能;成立独立、权威、有效和专业的核安全监管机构;加强核安全文化建设;同时加快《原子能法》和核安全法规的制定。

The 2011 Fukushima nuclear accident had an enormous impact on global development of nuclear power,and highlights that China＇s regulation of nuclear safety is insufficient given its rapid and large-scale development of nuclear power.China must quicken the pace of its nuclear regulatory reform;rationalize the duties and functions of its nuclear safety management;establish an independent,authoritative,effective,and professional nuclear safety regulatory body;strengthen nuclear safety culture;and as soon as possible pass an Atomic Energy Law and a Nuclear Safety Law.
