中国高校人文社科研究的绩效评价

Analysis of Performance Appraisal of the Liberal Humanity and Social Science Research in Chinese Universities

首先构建了中国人文社科高校科研绩效的分析框架,从科技产出、投入要素贡献、投入产出效率三个角度进行分析。研究结果表明:从绝对总量看,各高校人文社科水平相差极大;从投入要素的贡献看,科研经费投入与科研人员投入的回归系数总体不高,科研经费的回归系数高于科研人员的回归系数;从投入产出效率看,中国高校人文社科研究的效率偏低,科研经费的利用效率略大于科研人员的利用效率。总体上,中国高校人文社科研究的绩效总体不高。回归分析与DEA分析虽然是两种完全不同的分析方法,但它们的结果是可以互相验证的。

This paper first builds the performance analysis framework of the liberal humanity and social science research from three perspectives including the technical output,contribution of input elements,and the input-output efficiency.The results show that,from the perspective of absolute aggregate,the colleges are extraordinarily different.From the perspective of contribution of input elements,overall regression coefficient of research funding and research staff is low,with the former higher than the latter.It shows that the performance of liberal humanity and social science research is low in China.Although the regression analysis and DEA analysis are completely different methods of analysis,their results can be mutually validated.As the data limited,analysis of the performance of individual university should be taken seriously.
