认证体系是发展有机农业的必要保障,是维护消费者权益的重要举措。台湾地区对这项制度非常重视,通过管理当局培育与推广、建立法律规范、发挥民间力量、制定详细责任、实施科学惩罚等措施,推动有机认证体系不断完善和国际化,对促进台湾地区有机农业快速发展起到了不可替代的作用,也对上海建设有机认证体系提供了一些有益启示。

Certification System （CS） is both necessary to organic agriculture and effective to safeguard consumer rights. Thus, Taiwan province attaches great importance to this system as early as in 1995s. With the support of government and the aid of voluntary organizations, Taiwan CS is becoming more standard, regular and global so that it plays a vital role in promoting the development of organic agriculture. Maybe Shanghai could learn from Taiwan in the forthcoming organic agriculture development surf.
