小城镇水污染治理设施建设期监管指标体系

Supervision Index System for Water Pollution Treatment Facilities during Construction Period in Small Towns

随着我国小城镇水污染问题日趋严重,小城镇水污染治理设施的建成率在逐年提高,而对小城镇水污染治理设施建设过程的监管却存在缺失的问题。通过分析水污染治理设施监管现状及存在的问题,首先采用经验法对建设期监管指标体系进行构建,并通过征询专家意见确定指标体系,最后应用层次分析法确定各指标的权重排序。结果表明,对建设期进行监管是必要的,同时,监管指标体系的构建,使得水污染治理设施建设期的监管对象得以明确;指标权重的确定,对于管理者明确建设期的重点监管对象,具有一定的指导作用。

With the increasing concerns of water pollution in small towns,the built rate of water pollution treatment facilities has increased in recent years,but the supervision of the water pollution treatment facilities during the construction period is often absent.Based on the analysis of the current situation and existing problems for the supervision of the water pollution treatment facilities,the paper developed the regulatory index system during the construction process using the empirical method,then determined the index system according to the expert advice,and finally obtained the order of the index weight using the analytic hierarchy process.The results showed that it is indispensable to conduct supervision during the construction period.Meanwhile,the development of the regulatory index system provides a definite supervision object for the water pollution treatment facilities during the construction period.The index weight provides guidance for determination of the key supervision object during the construction period.
