Based on the analysis of the local governments intention to reform the state owned enterprises (SOE), this article points out that the difficulty in pushing forward the reform of SOE lies in their ability to change their system. Such ability includes three aspects: the local government revenue, the investment of non state owned capital, and the policies and methods with which the local government mobilizes non state financial resources. The ability to change the system is the basic factor causing the differences in the reform process of different SOEs. The key of the ability to change the system lies in how to increase the investment from non state financial resources in the local region.
