浅谈政府行政决策制度体系的改进与优化

新中国成立后 ,在相当长的时期里 ,我国政府决策体制在实际社会层面上 ,依然为中央高度集权制的权力型体制 ,并没有完全脱出其传统的模式。为适应改革开放 2 0年来 ,一系列制度变革和社会转型。作为政治体制重要组成部分的行政决策制度体系 ,应当紧跟形势不断改进与优化 ,从社会转型与政府决策二者之间的互动关系中定位。一方面社会转型有赖于政府正确、科学的决策 ;另一方面 ,政府的决策又必须以社会转型的目标取向为依归 ;

Since the founding of the Peoples Republic of China, in actual social practice,the governments structure of decision\|making has been, for a long time, the power structure under centralism. It did not completely free itself from the traditional Chinese pattern.To suit the reform of systems and the social transition, the structure of administrative decision\|making ought to keep pace with the situation.We also ought to improve and optimize the structure of the administrative decision\|making continuously. The social transition and the governments structure of decision\|making influence each other.On the one hand the realization of social transition depends on the governments correct and scientific decision\|making;on the other hand,the governments decision\|making must not deviate from the purpose of realizing the social transition. In so doing the new structure of administrative decision\|making will be set up.
