职能来源分类与客体全宗——城建档案分类体系研究

现行城建档案分类体系主要按职能来源分类,它也是一种站在客体的立场上,以客体为标准进行的划分。然而实际上它又必然受制于社会主体职能机构的设置和相互之间的职能分工。这决定了由此形成的文件群体既与传统主体全宗不同,也与典型的客体全宗不同;既保证了以立档单位为基点的同一项目文件的成套性,也使得与该项目有关的全部文件分散在不同的职能来源类目之中。为此,在数字化、网络化和推行档案登记备份制度的同时,有必要创设构建典型客体全宗的机制。

Now the classification system of urban development archives is mainly based on the functional provenance,and even more stands on the objects standard.Besides,it inevitably is enslaved to the settings of the social organizations and the division of their functions.So the resulting records group is different with the traditional Subject Fond and the typical Object Fond,in this way,the integrity of the records which anchored to the Fond Constituting Unit is guaranteed,and all the projectrelated records are dispersed into different category of functional provenance.To this end,accompanied by promoting the digital network and the records registration & backup system,to build the mechanism of retrieval for typical Object Fond is necessary.
