韩国文化产业发展的政府运作模式及其重要启示

The Major Inspiration of the Operational Mode in Government of Korea's Cultural Industry's Development

韩国政府将文化产业的发展建设提升到国家最高意志层面,无疑为其文化产业的快速持续发展提供了重要保证。不过,这种政府主导性较强的文化产业发展模式也存在着一定的风险,企业和社会在文化产业的建设中急需发挥更大的主动性和推动性。借鉴政府运作模式在韩国文化产业发展中的成功经验,我国政府应当从以下四个方面着力加强文化产业的发展建设:一是形成完善的政策体系;二是建立健全法律法规;三是理顺政府行政管理机制;四是大力培养文化产业人才。

Since the Korean government put the development and construction of the cultural industry to the national will of the highest level to carry out,which no doubt provided an important guarantee for the rapid and sustainable development of Korea＇s cultural industry.However,this Government-led strong cultural industry development mode also has a certain degree of risk,enterprise and society in the construction of the cultural industry in an urgent need to play a more initiative and catalytic.By using the successful experience of the government mode of operation in the development of Korea＇s cultural industry,our government should develop in four aspects：the first,shaping the better policy structure;the second,building and perfecting laws and regulations;the third,methodizing the administrative system in government;the forth,cultivating talents of he cultural industry.
