我国县域城乡统筹的组合评价模型及实证分析——以苏浙沪地区县域城乡统筹发展状况为例

Combination Evaluation Model and Empirical Analysis on the Coordinated Development between Urban and Rural in China

自21世纪初城乡统筹成为我国解决三农问题的发展战略以来,县域层面已成为各地推进城乡统筹的关键环节。基于层次分析、因子分析、熵值法、TOPSIS等四种综合评估方法对2007—2009年长三角苏浙沪142个县级行政区域进行了有效的组合评价,结果显示:在都市圈建设深度城市化的阶段,这些地区基于优良的统筹条件,获得了更快的城乡统筹发展速度和更充足的统筹资金。今后应注重用同等或优于城区标准的优质资源投入来提高城乡统筹投入的绝对质量,以资源投入的增加换取县域城乡发展速度的提升。

From the beginning of 21st century,urban and rural coordinated development became the national development strategy solving the questions of agriculture,rural areas and peasants,the county territory already turns to be the key link.Based on the four kinds of comprehensive evaluation method of hierarchy analysis,factor analysis,the entropy method and TOPSIS,the article proceeds the effective combination evaluation on the 142 county administrative regions of Suzhou-Zhejiang-Shanghai of the Yangtze river delta in 2007-2009,the results show that in the stage of city circle constructing the depth urbanization,based on fine conditions,these regions get a faster speed of the balanced development of urban and rural and a sufficient fund.We should pay attention to improve absolute quality of the urban and rural investment in future with the same or better quality resources than standard of urban areas,get the ascension of urban and rural development speed with the increase of the resource input.
