As the continuous improvement of socialist economic system,people＇s living standard has undergone enormous changes.In the context of a new era,all the businesses are seeking to the reform way to improve their quality of work.The problem of the human resources in project management and its capital management has always been the issues of people in this industry.This paper,combining with the individual experience in the course of practical work,analyzes the human resources and human capital,and proposes optimization proposal based that,with a hope that his crude remarks may draw forth by abler people.
