This article expounds the concept and effects of Water Balance Measurement（WBM）,and describes the method and economic profits emphatically on present WBM of Qinhuangdao.This article also points out only to developing the subject of WBM in a down-to earth manner,then can fulfils sustainable utilization of water resources really.
